Basic Function

The Yard Planner ensures efficient yard operations by managing container allocations, planning for empty discharges, and adhering to SOPs and safety standards. Responsibilities include overseeing housekeeping, leading staff, handling shift changes, optimizing operations, and providing accurate reports while maintaining compliance with safety and environmental policies.

Scope

- Allocate containers and cargo, plan for empty discharges, and manage storage according to SOPs and yard strategy to maximize efficiency and minimize delays.

- Lead and coordinate operational staff, assign resources effectively, and ensure compliance with safety standards and KPIs.

- Provide accurate yard status and inventory reports, manage documentation, and address any issues or incorrect updates promptly.

- Adhere to safety, environmental, and operational policies, including handling special cargo and maintaining a disciplined work environment

Description

1. Responsible for manual and automatic yard planning process, SOPs, Work instructions and make sure that vessel discharge is accommodated within the same range of outbound visit according to the defined Yard Strategy.

2. Allocate locations for transhipment containers and general cargo considering the following factors:

a. Shipment plan of outbound trucks and details about Port of Destination

b. Distance covered from the point of discharge - assigned location - point of loading

c. Line operator, weight

d. Type of container/cargo

3. Utilize preferred, reserved allocation plans for storage

4. Plan discharge of empty containers, according to the MTY segregation, instructions and demands.

5. To plan the yard planning activities well in advance before the shipment arrived, by consistently following the yard strategy, analysing the system filters and allocation range in order to maintain the inbound containers in yard and minimum unproductive moves.

6. To ensure that the exception filters are created well in advance and allocating special containers received from trucks to avoid any yard delays.

7. To ensure that the housekeeping activities are completed before the shipment berths alongside with compliance to the set terminal KPIs.

8. Assign resources to carry out operational activities in effective manner.

9. Lead the team of drivers, gate assistant and other operational field staff.

10. Handover all information to the relieving planner during shift change highlighting the critical cases in the system.

11. Discuss with yard controller for improvement of project discharge planning process and any concerns and issues related to vessel discharge planning.

12. Ensure attending all the requests from line operators via E-mail and discuss ITT related plan with Yard strategist to ensure hassle free transportation.

13. Based on the daily game plan and gate movement, plan all the gate cargo according to the yard strategy to achieve the optimal external truck turnaround time.

14. Follow all the SOPs and WIs including separate stacking requests, HAZ, OOG and special container planning requirement.

15. Report and document any irregularities, delays, or incidents occurring at the gate, and coordinate with relevant departments to resolve issues promptly.

16. Make sure that all special cargo planned and executed in the yard as per the SOPs and WIs.

17. Provide yard status report to the management and Customers on a daily or when requested.

18. Provide report to the management about incorrect yard location updated by the yard equipment operators.

19. Filling and archiving of yard planning related papers in accordance with standard operating procedures.

20. Perform other duties which may be assigned from time to time by the management.

21. Optimizing gate and yard operation to achieve set KPI.

22. Responsible for safety & discipline in work area.

23. Ensure compliance with Fatal Risk Standards.

24. Ensure compliance with Safe Work Practices.

25. Ensure compliance with HSE policy.

Requirements

A. EDUCATION:

− Minimum requirement of a bachelor’s degree in management or related field.

B. EXPERIENCE:

− Minimum of 7 years of Operation Management and experience in Sea Port / Dry Port.

− Work experience in container terminal operating system (nGen preferred, Navis N4, etc)

− Proven experience in seaport/ dry port operations.

− Excellent planning and computer operating skills

− Works in an office and outdoor environment.
