Description

• Supervise all Fire Prevention Activities in the division which includes Fire Inspection Segment Activities. This includes supervising of personnel; ensure set forth schedules are met.

• Provide updates on performance to Fire Protection Head on a frequent basis.

• Provide statistical data as requested by Fire Protection Head.

• Participate in commissioning activities of plant equipment and facilities.

• Prepare and perform testing protocols per NFPA relevant standards for all fire-related equipment such as but not limited to: all types of fixed firefighting systems, fire water systems, fire pumps, foam pumps, smoke and fire detector systems.

• Perform engineering design reviews and ensure company, NFPA, and HCIS standards are met.

• Participate in safety walkthroughs and safety inspections as required.

• Provide fire and safety related technical assistance to Fire Protection Department customers.

• Establish and lead Fire Equipment Inspection and Testing Programs; this includes supervising day fire technicians, setting achievable inspection and testing schedules, record keeping, and data analysis of all performance tests.

• Coordinate all field activities with proponent departments; this includes email correspondence, business letters, and technical reports.

• Provide technical recommendations and support to fire department customers to help them achieve high fire prevention and protection standards. All fire-related activities shall meet or exceed NFPA requirements, API, and international best practices.

• Assume responsibility for promoting, implementing, and administering the firefighting and intervention programs.

• Support day-to-day activities and provide relative firefighting advice to assigned organizations.

• Participate in incident investigations as guided by the fire chief.

• Participate in fire risk assessments and pre-incident plans as needed.

• Ensure that technical specifications for firefighting equipment (fire trucks, foam/water carriers, emergency vehicles, rescue equipment, advanced control vehicles, and portable equipment) are in place and up-to-date.

• Review drawings of plant area layouts for new developments, fire prevention/protection issues including recommending best methods on fire protection systems.

• Provide advice on firefighting procedures so that all jobs within the refinery can be performed in a safe way.

• Prepare firefighting studies as required by Fire Protection Head.

• Develop and maintain fire protection department Key Performance Indicators (KPIs) as directed by the Fire Protection Head.

• Participate in the management of change process.

• Ensure compliance of firefighting with Saudi Arabia government regulations.

• Perform other related duties as assigned by the Fire Division Head (Fire Chief) or Battalion Chief.

• Fire Protection Engineer performs duties related to design, code consulting, and the review of detailed design. Assignments may include participation in inspection, testing, commissioning of all fire protection systems.

• Prepare detailed reports on system deficiencies and/or discrepancies as a result of the inspection and testing or acceptance/re-acceptance of fixed fire protection systems and recommend appropriate corrective actions.

Essential Functions:

• Participate in site visits for data collection and attend the related technical meetings.

• Prepare design packages for different types of fire protection systems.

• Prepare the fire philosophy.

• Prepare the related calculations for the fire protection systems.

• Prepare technical specifications and bills of material.

• Determine whether water availability and water delivery systems are adequate to protect the facility.

• Review construction site plans (detailed design package) and building plans for compliance with fire protection codes and standards.

• Review the data sheet of the selected fire protection equipment and confirm it complies with the related code and standard requirement.

• Prepare the review speed sheet for the detailed design package.

Job Specific Skills

•Completion of: ERW; Math, MI.

•Completion of all requirements for -the fire protection engineering.

•Meet minimum physical and medical standards for firefighter in accordance with Medical Services Organization's Technical Memorandums.

•Valid Saudi Arabian driver’s license.

•Five (5) years of experience of which two (2) years is with a Fire Protection Division.

•Completion of all certification requirements for fire protection engineering.

•Understand and follow oral and written instructions in the English language.

•Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.

•Ability to use computer to complete reports, access intranet, or write and answer e-mails.
