Job Purpose:
To oversee and define the overall health, safety, and environment (HSE) policies, processes, and measures for client construction projects and create awareness about HSE across client and contractors to ensure that operations are in full compliance with the predefined measures and standards and in line with local and global best practices.
Job Requirements:
-Bachelor’s degree in Safety Engineering, Environmental Engineering, or equivalent from a recognized and accredited university.
-Master’s degree in Safety Engineering, Environmental Engineering, or equivalent from a recognized and accredited university is desirable.
-Excellent verbal and written communication; Fluency in Arabic and English
-10+ years of professional experience in HSE in a fast-paced and dynamic environment in a development organization.
-A proven track record of dynamic and successful leadership in HSE.
-A proven track record of deploying forward-looking strategic, managerial, and operational methods (including future/cutting-edge technologies). 
-Extensive experience in leading strategic planning, implementation, and performance management. 
-Comprehensive working knowledge of governing bodies, committees, and regulatory organizations for the development sector within KSA.
Accountabilities:
-Develop health, safety, and environmental strategic plans, policies, programs, and controls in line with client's vision as well as health, safety and environmental standards and develop KPIs to protect the region’s natural assets and ensure waste is minimized and adequately disposed.
-Manage the distribution and enforcement of HSE policies and procedures across construction and development teams and external project management
-Develop an HSE audit plan for construction and development to ensure that HSE standards and Standard Operating Procedures (SOPs) are implemented.
-Review and approve HSE plans developed by project management consultants and construction contractors prior to the project start to achieve HSE objectives pre-construction, during construction, and post-construction.
-Verify that SDC’s HSE practices are in line with international best practices, codes, standards, laws, and regulations.
-Ensure that advanced HSE management measures and precautions are implemented in line with internal HSE standards.
-Establish and maintain contractor and service provider prequalification checklist that aims to check relevant contractors’ and service providers’ operations and services against adopted client HSE standards.  Ensure that internal stakeholders are adhering to the prequalification process and take necessary actions when necessary to resolve discrepancies. 
-Direct and oversee the implementation of comprehensive periodic audits to identify, prioritize, and address incidences of non-compliance with approved client's standards, policies, and procedures, and HSE regulation through testing and assessment activities.
-Verify that SDC effectively and carefully manages its environmental impact on the public and wider environment in terms of its sustainability commitment, protecting client's brand.
-Ascertain compliance of construction and development activities with local and international HSE regulations and legislation.
-Represent the organization in industry forums and government-sponsored panels to assist in the development and revision of regulations to implement safety, facility integrity, and environmental legislation to best protect and promote client interests.
-Liaise with the government, external stakeholders, and partners on the compliance of the client’s assets with HSE standards as appropriate.
-Coordinate with stakeholders (e.g. quality team, project team, and project management consultants) to complete HSE objectives.
